A research group needs more than beds. It needs a practical land base between field sessions, and almost nothing published about Maldives accommodation is written for that.
The dive-travel industry writes for recreational divers. Resort pages write for holidaymakers. What a four to six person field team actually has to solve, permits aside, is where equipment lives, where laptops and sample logs go, whether anyone can eat outside restaurant hours, what happens on a weather day, and whether the connection will carry a day's data. This guide covers those, and the permit and customs questions that come before them.
What this is not, stated plainly because it affects everything below. Maafolhey provides accommodation only. Research permits, scientific supervision, boats, dive operations and field methodology must be arranged separately with the appropriate operators and authorities. We are not a research station, we have no institutional affiliation, and nothing here is scientific advice. The byline on these guides is hospitality, not marine science, and this article stays inside that.
Which permits may apply, and who issues them?
Up to three, across two authorities, and no page we could find sets them out together. Which of them apply to your project depends entirely on what you are doing and where.
A marine research permit comes from the Ministry of Fisheries and Ocean Resources, under a regulation gazetted in 2020, through its marine research permit portal. Its own published scope covers underwater surveys, tagging programmes and acoustic monitoring, and scientists collecting biological, water or sediment samples. The same portal also handles sample export requests, which matters if anything is leaving the country. A foreign principal investigator can register directly; the form takes a passport number.
A protected area research permit and a protected species research permit are separate instruments from the environmental regulator, applied for through the national government services portal at gov.mv. Drone permissions run through the Maldives Civil Aviation Authority, and temporary equipment importation through Maldives Customs.
Whether your project needs one, two or all three depends on where you work and what you touch. That determination is yours and your institution's to make with the authorities, not ours, and we would be doing you a disservice by guessing at it.
Why is the official record so hard to read?
Because it is genuinely fragmented, and knowing that in advance saves weeks.
No fee and no processing time is published in English for any of the three permits. The fisheries regulation does set fees, but the figures appear in Thaana numerals in the Dhivehi text. The only lead time in circulation, around two months, comes from a ministry statement reported in the press rather than from the ministry's own portal, and the same report cites the regulation by a number that does not match the Gazette.
The protected species regulation has been amended seven times with no consolidated English version, so no visiting researcher can obtain a current authoritative protected-species list from the regulator in English. Searching for the marine research regulation also surfaces a document that is actually a different instrument about fishing licences, so verify the regulation number inside any PDF before relying on it.
None of this means the process is obstructive. It means build in generous lead time, start earlier than feels necessary, and speak to the authority directly rather than working from secondary pages, this one included.
Can you actually get your equipment into the country?
This is the question that catches teams out, and it has a specific answer.
The Maldives is not an ATA Carnet country. If your institution's usual method for moving equipment abroad is a carnet, that method does not work here.
Temporary importation instead runs under the Customs regulation, which expressly names special equipment and apparatus brought in for research and surveys as a qualifying category. Serial numbers are required, and duty relief tapers with the length of stay.
The condition to plan around is that temporary importation requires a guarantor in the Maldives. That is a real obstacle for a team with no local institutional partner, and it is the single most useful thing on this page for an organiser at the planning stage.
We cannot be your guarantor and would not offer to be. It is a customs liability rather than a hospitality service, and an accommodation provider taking it on for a team it has never met would be doing something unwise for both parties. Raise it early with your institution, your local counterpart if you have one, or Maldives Customs.
Which visa, and can you fly a drone?
Neither answer is the obvious one.
There is no research visa category. The published categories cover tourism, business, employment, residence and family. A business visa is granted for 30 to 90 days at a time, with a cap on total days per calendar year, through the economic development ministry. Which category fits your team depends on what they are doing and who is paying them, and it is a question for Immigration rather than for an accommodation page.
Drones are permitted but not straightforwardly. The civil aviation authority reviews operations case by case, and the published sequence is: approval from the national defence force first, then application to the civil aviation authority with that approval attached, then approval from any other relevant party — and the authority's own guidance names the island or city council among them. Operations are restricted to below 400 feet.
One detail matters enormously for reef work. The official application form states that drones shall be operated over land area, and no exemption pathway for over-water survey flights is published. If aerial reef survey is central to your method, resolve that with the civil aviation authority before you build a field plan around it. Do not assume a research purpose creates an exception.
Where does a team of six actually work?
At a table, in air conditioning, for several hours a day, and this is where accommodation type decides more than people expect.
Field work generates desk work. Sample logs, species identification, data entry, image review, kit maintenance and the daily briefing all happen indoors, usually at the hottest part of the day. A guesthouse room gives you a bed and a bedside table. It does not give six people somewhere to sit around one surface with laptops open and notebooks out.
Maafolhey has an air-conditioned living and dining area separate from both bedrooms, with a dining table that serves as the working surface, and a courtyard with a table and chairs opening off it. Power sockets are available in both bedrooms, the living area and the kitchen, which matters when a team is charging laptops, cameras, dive computers and torches simultaneously. Mains supply is 230 volts at 50 Hz, and outages are very rare; planned work is announced in advance and carried out during the day.
The house sleeps six: bedroom one has one double, bedroom two has one queen and one single, and a sixth person takes the living-room sofa or an extra mattress on request. For a team of six, be realistic about that configuration before booking. Four to five is comfortable; six means somebody is in the living room, which also happens to be your workspace.
Where does equipment live, and what happens to wet field clothing?
Inside a locked house, and through a washing machine.
The house locks as a whole and the team holds the keys, so equipment stays inside while everyone is on the water rather than being carried between separate rooms. There is space in the living room for long or bulky cases.
Wet field clothing goes into a washing machine that handles salt-soaked and sandy items, and a portable clothes hanger wheels out into the courtyard to finish in the sun. There is an outdoor tap in the courtyard that guests may use for rinsing, in an area that drains well.
What there is not: a dedicated equipment room, a rinse tank, drying racks, laboratory space, a fume hood, cold storage beyond a domestic refrigerator and freezer, or any kind of sample-handling facility. If your protocol needs a cold chain beyond a kitchen freezer, that is something to solve elsewhere and to solve before you travel.
Can the team eat outside restaurant hours?
Yes, and on a field trip this is operational rather than a comfort.
The whole home belongs to the booked group, kitchen and front door included, at any hour. Boats leave early and come back when they come back. A team that has been in the water since dawn and returns mid-afternoon can eat immediately instead of waiting for a restaurant.
The kitchen has a stove, an oven and a refrigerator with a freezer. Island shops carry the major everyday items, with supplies arriving by boat roughly twice a week, so the shelves move through the week. The self-catering guide covers how that works in practice.
Is the connection enough for data?
For communication and moderate transfers, yes. For bulk imagery, plan around it.
The standard package is around 5 Mbps download and 2 Mbps upload, which comfortably carries email, documents, messaging and audio calls with a supervisor, and handles screen sharing well. Guests who need more can ask, and the connection is upgraded to around 50 Mbps download and 20 Mbps upload at no additional charge.
That upgrade is the relevant fact for a research team, because upload is what matters when you are moving a day's imagery or video. At 20 Mbps a substantial transfer becomes a background task rather than an overnight one. It is still not an institutional link, so a team generating very large volumes should plan to carry data home on drives and treat cloud sync as a convenience rather than the primary route. Boats, the harbour, and what a local island can arrange
Locally, and directly, and this is a strength of an inhabited island over a resort.
Ukulhas Council publishes that the island has two dive operations, and the national tourism register lists several registered dive centres with the island as their address. Nitrox fills are available at several of them. The island is about one kilometre long, so the harbour is a walk rather than a transfer, and boats are arranged with the operators directly.
Vetting an operator is its own discipline, and the same checks apply whether you are diving recreationally or working: credentials, what is included, how conditions are communicated, what happens when a trip is cancelled. Our diving guide sets those out, and for a research team the important addition is to confirm in advance whether the operator will support survey work rather than a standard recreational profile, because that is a different ask and not every centre will take it on.
On arrival, transfers run by scheduled speedboat from Velana International Airport, and you should allow around 90 minutes; some services take longer depending on stops, weather and sea conditions. If you are travelling with unusual or oversized equipment, tell the transfer provider what you are bringing and confirm handling in advance rather than at the pier.
On safety infrastructure, the tourism ministry publishes a list of hyperbaric treatment chambers, and the nearest one to this atoll appears on it. That list carries an old date, publishes nothing about operating status, and a chamber existing on a resort island is not the same as it being staffed and available to a non-guest on the day you need it. Do not build a risk assessment on a published list. Confirm current provision, carry appropriate insurance, and agree an evacuation plan with your dive operator before the first dive.
What about weather days?
They will happen, and they are part of the plan rather than an interruption.
Sea conditions cancel boats. Over a field trip of a week or more you should expect to lose days, which is an argument for building slack into the schedule and for choosing accommodation that works when nobody can get in the water. A weather day in a guesthouse room is a long day. A weather day in a house with a kitchen, a work table and a covered courtyard is a data-entry day.
One home, or several guesthouse rooms?
It depends on the team and it is worth thinking about deliberately.
Several rooms make sense when the team is two or three, when equipment is light, when nobody needs to cook, when breakfast and housekeeping being handled has real value, or when the team would rather have individual privacy than shared working space.
One whole home makes sense when the team is four to six, when there is equipment that needs a home, when the working day starts before service hours and ends after them, when the group needs a table to work around together, and when laundry will run most days. It also means one booking, one set of keys and one bill, which for an organiser reconciling a field budget is not a small thing.
What should an organiser verify before choosing any island?
Ask these of any accommodation, on any island, and compare the answers rather than the photographs.
- How many people can stay together, in how many bedrooms, and is any part shared with other guests?
- Is there a working surface for the whole team, indoors, with power?
- Is the kitchen usable at any hour?
- Where does equipment live, and what can be locked?
- What is the actual connection speed, upload as well as download?
- How far is the harbour, and are boats arranged locally or through the property?
- What is the transfer, and how does it handle unusual equipment?
- What happens on a weather day?
And separately, of the authorities rather than the accommodation: which permits your work requires, what the temporary importation route is and who your guarantor will be, and whether your method needs anything the island cannot support.
